Louisiana service dog laws
Louisiana's service dog law, R.S. 46:1952 and following, reads much like the ADA in public places but goes further in a few spots. Its definition of a service dog covers dogs trained or being trained for tasks, and it names several types. Housing is covered too: R.S. 46:1954 gives service dog users full and equal access with no extra charge.
State law sits on top of the federal Americans with Disabilities Act (ADA). Where the two differ, a handler in Louisiana gets whichever rule protects them more. The key points below come from the Louisiana statute or agency guidance linked in the sources, and we re-check them when we review this page.
- R.S. 46:1955 gives trainers and puppy raisers the same access rights as handlers while they work with a future service dog.
- Since 2024, misrepresenting an animal as a service dog or service dog-in-training to a business or landlord is unlawful under R.S. 46:1975, with escalating fines.
- Interfering with a handler's rights, or injuring a service dog, can mean a $100 to $500 fine and up to six months in jail (R.S. 46:1956).
- Staff may ask only whether the dog is needed for a disability and what task it performs, and cannot require certification documents.
Service dog public access in Louisiana
Under the ADA, a psychiatric service dog (PSD) is a dog individually trained to do work or perform tasks for a person with a mental health disability. Restaurants, stores, hotels, hospitals and other public places in Louisiana must let a PSD in with its handler, even where pets are banned.
When it isn't obvious what the dog does, staff may ask only two questions: is the dog required because of a disability, and what work or task has it been trained to perform. They cannot ask for a letter, an ID card, a vest or a demonstration, and they cannot ask about your diagnosis. A business can ask you to remove a dog that is out of control and not brought under control, or that isn't housebroken.
That means a PSD letter is not a public-access pass in Louisiana or anywhere else. Its real value is in housing and, for some airlines, as supporting paperwork. No state or federal agency runs a service dog registry, and online registrations or certificates carry no legal weight.
Louisiana PSD housing rights
The federal Fair Housing Act and 24 CFR 100.204 require housing providers to make reasonable accommodations for tenants with disabilities, including an exception to a no-pets rule for an assistance animal. In Louisiana, housing complaints can also go to the Louisiana Attorney General, Equal Housing Opportunity Section, which enforces the state's fair housing law.
When the disability or the need for the dog isn't obvious, a landlord may ask for reliable information that you have a disability and that the dog helps with it. That is where a letter from a licensed clinician who has evaluated you comes in. Under the 2004 HUD/DOJ Joint Statement, which is still in force, the landlord generally may not ask about the nature or severity of your condition and may not require an extra fee or deposit as a condition of granting the accommodation. You can still be charged for actual damage.
HUD withdrew its 2020 assistance-animal notice (FHEO-2020-01) effective September 17, 2025. Its May 22, 2026 enforcement guidance treats requests for animals individually trained to perform disability-related tasks, which includes psychiatric service dogs, as presumptively reasonable. Untrained emotional support animals are now reviewed case by case. State law may add protections beyond the federal floor.
Flying with a PSD from Louisiana
U.S. Department of Transportation rules (14 CFR Part 382) treat a trained psychiatric service dog as a service animal on flights. Airlines may require the DOT Service Animal Air Transportation Form, in which you attest to your dog's health, training and behavior, and a relief attestation for flights of eight hours or more. Airlines may ask for these up to 48 hours before travel if you booked earlier, and may limit you to two service animals.
The DOT form is your own attestation, not a clinician's. Some travelers still carry their PSD letter as background, but airlines cannot demand one under the federal rule. Emotional support animals are treated as pets on U.S. flights.
How to get a PSD letter in Louisiana
Book a free slot, then have a 5–10 minute phone or video evaluation with a licensed clinician. If they find you have a mental health disability and that your trained dog helps with it, the letter is issued and you pay $149 for one or two dogs, or $229 for three. If you don't qualify, you pay nothing.
Every letter lists the clinician's name, license type, license number, issuing state and the date. A landlord can check a license through the Louisiana State Board of Medical Examiners or the board that issued it. We only evaluate where our clinicians can lawfully practice, and the booking step confirms your state.
A letter doesn't train your dog. Your dog still has to be individually trained to perform tasks for your disability and behave in public; the letter only documents your need.
Louisiana service dog misrepresentation
Many states penalize passing off a pet as a service animal; the Louisiana points above note any state-specific rule. Only call your dog a service dog if it is trained to perform disability-related tasks for you. If your dog provides comfort just by being there, an emotional support animal letter for housing may fit better than a PSD letter.

Frequently asked questions
Do I need a PSD letter to take my dog into stores in Louisiana?
No. Under the ADA, businesses in Louisiana can only ask whether the dog is needed for a disability and what task it is trained to do. They cannot require a letter, ID, vest or registration.
Can a Louisiana landlord ask for a PSD letter?
If your disability or need for the dog isn't obvious, a housing provider may ask for reliable information about your disability-related need. A letter from a licensed clinician who evaluated you is a common way to provide it.
Can a Louisiana landlord charge a pet deposit for my psychiatric service dog?
Under the 2004 HUD/DOJ Joint Statement, a housing provider generally may not require an extra fee or deposit as a condition of granting a reasonable accommodation. You can still be charged for actual damage, and Louisiana law may add protections.
Is there a Louisiana service dog registry?
No. Neither Louisiana nor the federal government runs a registry for psychiatric service dogs, and paid registrations or certificates don't give legal rights.
How much does a PSD letter cost in Louisiana?
$149 for one or two dogs, $229 for three. Booking is free and you only pay if the clinician approves your letter.
How long does the evaluation take?
About 5–10 minutes by phone or video with a licensed clinician. If you qualify, the letter is usually issued the same day.
Do I need a letter to fly with my PSD from Louisiana?
No. U.S. airlines may require the DOT Service Animal Air Transportation Form, which you complete yourself. They cannot require a clinician's letter for a trained service dog.
What should I do if I'm refused access in Louisiana?
Stay calm, explain the two-question rule, and ask for a manager. For housing you can contact the Louisiana Attorney General, Equal Housing Opportunity Section or HUD; for public places you can file a complaint with the U.S. Department of Justice at ADA.gov.
